A California federal judge has found that California Capital Insurance Co. can't seek reimbursement for settling a $1.9 million lawsuit against apartment owners filed by a renter who developed a pulmonary disease from inhaling pigeon-dropping dust, saying the owners' six annual policies "stacked" to provide complete coverage.
