Pension fund investors and NII Holdings Inc. asked a Virginia federal judge on Monday to grant preliminary approval of a $41.5 million securities class settlement over claims the now-bankrupt wireless service company misrepresented its ability to modernize its network.

Investors who allege NII Holdings Inc.'s executives lied about the since-bankrupted wireless service provider's ability to modernize its network won class certification on Tuesday when a Virginia federal judge ruled that the company's stock and bond prices were affected by the allegedly false statements.
