Alaska can't force the U.S. Department of the Interior and the Fish and Wildlife Service to review a plan to explore the Arctic National Wildlife Refuge for oil, a federal judge ruled Tuesday, finding the agencies no longer have authority to review such proposals.

Alaska sued the U.S. Department of the Interior and the Fish and Wildlife Service on Friday, alleging the agencies refused to approve a plan to explore a state wildlife refuge for oil and natural gas without reviewing the proposal.
