The Second Circuit appeared unwilling Tuesday to undo the $70 million sale of a high-risk car loan portfolio once controlled by financier Stephen Baron but asked whether a no-suit order preventing Baron from suing the receiver who sold the Condor Capital assets in a New York State consumer rip-off settlement was proper.

New York's top financial enforcement agency on Friday announced a settlement that could reach up to $12 million with a subprime auto lender and its owner over an alleged scheme to steal millions of dollars from consumers, among other unfair practices.
