They may have won a landmark victory at the nation's highest court, but nonunion state workers aren't entitled to back payment for the "fair share" fees they once paid to cover the cost of collective bargaining, an Illinois federal judge ruled Monday.

A pair of Illinois government workers are the latest to take a suit challenging laws requiring workers who are not union members to pay union dues to the Seventh Circuit, a move they hope will give the U.S. Supreme Court an opportunity to rule on the issue.
