    CommerceWest Bank on Tuesday agreed to pay $4.9 million to settle criminal and civil allegations of consumer fraud in connection with a third-party payment processor it allegedly allowed to make unauthorized withdrawals from customer accounts on behalf of fraudulent merchants, the U.S. Department of Justice said.
