Verizon submitted an opening trial brief to a Virginia federal court Friday in a dispute over whether XO Communications LLC held up its end of interconnection agreements with Verizon, arguing that contract language unambiguously requires XO to pay it approximately $5.9 million for network connection and other tariffed services.
