The Bulgarian man accused of making a phony buyout offer for Avon Products Inc. has told the U.S. Securities and Exchange Commission that he has a medical condition and needs to freeze the litigation against him, according to a letter from the SEC — which is questioning the alleged condition — made public on Wednesday.
