The U.S. Environmental Protection Agency on Monday urged the D.C. Circuit to uphold a rule regulating coal ash disposal, saying its technical judgments should be shielded from an industry coalition that's attacked the rule as too tough and environmental groups that say it's too weak.

A coalition of electric utilities and coal and concrete companies told the D.C. Circuit on Friday that the U.S. Environmental Protection Agency's 2014 coal ash rule improperly regulates the toxic material at inactive storage sites at power plants.
