    A Wyoming federal judge ruled Thursday that a Sinclair Oil Corp. unit can assert a bad faith claim against insurer Infrassure Ltd. in a dispute over $4.5 million in coverage for an explosion at a refinery, determining that Wyoming law applies to the claim rather than more restrictive New York law.
