Honeywell blamed its lack of a payment to a FBI building project subcontractor on the subcontractor's own work failings as it asked a Pennsylvania federal judge Tuesday to dismiss the subcontractor's $1.7 million lawsuit and instead force arbitration.

Honeywell International Inc. failed to pay a subcontractor for all its work on an FBI building, in breach of a 2011 agreement covering the project, according to a suit removed to Pennsylvania federal court Thursday.
