Ten states including Texas asked a Texas federal court on Tuesday if they can be part of a case initiated by several business groups that challenges the U.S. Department of Labor's "persuader" rule, saying the regulation threatens their "exclusive" rights to regulate the practice of law.

The National Association of Home Builders, the National Federation of Independent Business and two Texas-based business groups have joined the growing chorus of entities challenging the U.S. Department of Labor's controversial "persuader" rule, saying it would violate the U.S. Constitution by illegally infringing on attorney-client relationships.
