Pipeline Co. Can't Sue NY Over Permit Delay, Judge Says
A New York federal judge on Thursday ruled Constitution Pipeline Co. LLC can't challenge a state regulator's decision to hold off ruling on certain water quality permits for the company's proposed $683 million natural gas pipeline while an appeal about another permit is pending, saying the pipeline maker hasn't experienced an injury or imminent threat of harm as a result of the delay.

FERC, NY Defend Dueling Rulings On $683M Pipeline
The Federal Energy Regulatory Commission told the Second Circuit on Monday that it complied with environmental law in approving Constitution Pipeline Co.'s proposed $683 million natural gas pipeline, while New York state regulators said they were within their rights to withhold a water quality permit for the project.
