General Motors LLC on Wednesday asked the D.C. Circuit for permission to intervene on behalf of the U.S. Federal Trade Commission in a challenge to the agency's settlement with automakers over used-car safety certifications, saying the FTC may not be able to represent its interests in the dispute with consumer interest groups.
