Circuit ruled Friday that the U.S. Nuclear Regulatory Commission wrongly allowed Powertech to keep a uranium mining license after failing to comply with the National Environmental Policy Act over objections from the Oglala Sioux Tribe, holding that such a decision "vitiates" the environmental law's requirements.
