Retail and restaurant associations and other business groups on Thursday urged the Eleventh Circuit to back Alabama's bid to toss a suit alleging that state legislators discriminated against Birmingham blacks by preempting an ordinance to raise the city's minimum wage, saying that statewide uniformity of employment laws forecloses any race discrimination claims.
