    Being "subject to" an air pollution permit under the Clean Air Act meant U.S. Steel Corp.'s facilities outside Pittsburgh were exempt from another federal law's pollution reporting requirements, the steelmaker's attorney told a Pennsylvania federal judge Thursday.
