A D.C. federal judge tossed U.S. Securities and Exchange Commission regulations that define voting advice from proxy advisory firms as solicitation under agency rules, granting a win to one such firm following years of on-and-off litigation.

A leading proxy advisory firm filed a lawsuit Thursday challenging U.S. Securities and Exchange Commission guidance issued earlier this year that could subject proxy advisory firms to tighter regulatory scrutiny, claiming it is "arbitrary and capricious" and was improperly implemented.
