Law360, New York (February 24, 2012, 5:33 PM EST) -- A controversial plan to build a $9.5 billion pipeline to pump water from Wyoming into Colorado and feed hydropower plants along the way hit another roadblock Thursday when the Federal Energy Regulatory Commission dismissed a project application for being “premature.”
