ORDER: The Children's Law Center, with JoAnna Kelly as counsel, is appointed as an attorney representing A.M. Petitioner is correct that an order of return has already been issued in this case. But the question of how A.M.'s return should be effectuated is complicated by A.M.'s having refused to travel with petitioner as contemplated in the return order, and by the parties' failure to agree on an alternative approach. It is petitioner that has been seeking further relief from the Court on that subject, and in the Court's view, A.M.'s own interests as the subject of any such order should be represented, given her objections to traveling back to Jamaica with petitioner as initially requested. Furthermore, appointing an attorney to represent a child is "consistent with the procedures of other courts that have adjudicated Hague Convention cases." Taveras v. Morales, 22 F. Supp. 3d 219, 229 (S.D.N.Y. 2014), aff'd sub nom. Taveras ex rel. L.A.H. v. Morales, 604 F. App'x 55 (2d Cir. 2015). Accordingly, The Children's Law Center is appointed as an attorney representing A.M. Respondent is directed to facilitate an interview of A.M. by counsel. The Children's Law Center is directed to submit A.M.'s own proposal to the Court regarding how to proceed in this case by 10/8/2026. With regard to the portion of petitioner's letter that discusses fees, the Court understands that The Children's Law Center is able to accept this appointment pro bono.
