By Morris Miller (September 11, 2018, 3:32 PM EDT) -- The provision of health care services via telemedicine or telehealth is increasingly viewed as an important means of controlling health care costs and improving access to health care services, particularly in rural areas and other areas in which there is a shortage of health care providers. Among the barriers to increased utilization of telemedicine are uncertainty concerning reimbursement, practice standards and exposure to liability. During its 2018 session, the Florida Legislature considered Senate Bill 280 (and a similar bill in the House of Representatives, HR 793) which, had it passed, would have provided clarification and reduced that uncertainty. Although SB 280 was favorably received by the Senate and its Banking and Insurance, Health Policy and Appropriations committees, the legislation died in the House of Representatives....
