ITA Says Metal Pallets Can't Duck China Aluminum Duties

Law360, Washington (June 16, 2017, 6:30 PM EDT) -- The Department of Commerce has ruled that heavy duties on aluminum from China apply to shipping pallets as it sided with a U.S. petitioner arguing the entirely aluminum products made unsuitable pallets and were intended to be melted down and reformed as a flimsy evasion of fourfold tariffs.
