The proposed rule was published in the Federal Register on Sept. 25, 2015,[1] more than three years before the final rule. The initial draft rule, in which the EPA proposed to manage hazardous waste pharmaceuticals as universal waste, dates from 2008 and was ultimately withdrawn....
