As IRS Eases Reporting, States Target Dark Money Reforms

By Amber Maltbie, Frederick Dombo, Douglas Schwartz and Kate Belinski (August 17, 2018, 12:56 PM EDT) -- At the same time that the IRS is making it easier for nonprofits to shield their donors from inadvertent disclosure by eliminating a reporting requirement on annual tax filings, a federal court and some states continue to trend toward greater disclosure of donors to politically active nonprofits. Montana and Maine are two of the latest states to target so called "dark money" in politics with reforms set to go into effect before the November 2018 elections. And at the beginning of August, a federal court ruled that the Federal Election Commission must adopt regulations to require more disclosure of donors by nonprofits that produce independent expenditures....
