IPRs will differ significantly from current inter partes re-examination proceedings. IPRs will have the character of a district court bench trial on the issue of validity, albeit held before the USPTO. IPRs will feature discovery between the parties and culminate in a "trial" before the newly formed Patent Trial and Appeal Board....
