Patrick Leahy, D-Vt., introduced the Consumer Privacy Protection Act, the latest proposed federal response to the problem of criminal data theft.[1] The CPPA would require businesses to implement several important safeguards to "ensure the privacy and security of sensitive personal information" and "to prevent and mitigate identity theft."[2] But the CPPA also addresses what happens after a data breach occurs, by requiring businesses to provide consumers with individual "notice of security breaches involving sensitive personal information."...
