MINUTES AND SCHEDULING CONFERENCE ORDER - As discussed on the record, the Court sets the following deadlines: (1) Plaintiffs' response to Defendants' Motion to Dismiss (ECF 16 ) is due October 19, 2026; (2) Plaintiff's response to Defendants' Motion for a Partial Stay (ECF 17 ) is due October 23, 2026; (3) Defendants' reply in support of Motion to Dismiss is due November 2, 2026; and (4) Defendants' reply in support of Motion for a Partial Stay is due November 6, 2026. The Court anticipates resolving those motions by November 20, 2026. If the Court denies both motions, the Court anticipates ordering that Defendants lodge the Administrative Record not later than December 9, 2026. Oregon Senior Assistant Attorney General Leanne Hartmann spoke for Plaintiffs. Attorney Erika Oblea of the Office of the Comptroller of the Currency spoke for Defendants. Ordered by Judge Michael H.
