MINUTE ORDER: The Parties' proposed redactions to the 60 Memorandum Opinion are overbroad and encompass far more than is necessary to protect whistleblower identity or confidential business information. See ECF No. 62 . Indeed, the Parties have proposed redacting nearly every administrative record citation that discusses the agency's reasoning. And they have proposed redacting far more than is necessary to protect confidential business information. The Court ORDERS the Parties to submit supplemental memoranda by July 9, 2026, explaining sentence by sentence why each proposed redaction is justified. If the Parties do not submit a supplemental memorandum by that date or does not justify the redaction of any sentence, the Court will presume that they have withdrawn the redaction request as to the opinion or that sentence respectively.
