Order on Sealed Motion for Leave to File Document Under Seal
MINUTE ORDER: For largely the same reasons as the 27 Order, the Court grants in part and denies in part the 62 63 64 Motions to Seal. The first and final Hubbard factors weigh more heavily against sealing the Court's 60 Memorandum Opinion due to the public's interest in accessing both this Court's proceedings and the reasoning underlying this Court's 61 Order. See United States v. Hubbard, 650 F.2d 293, 31517 (D.C. Cir. 1980). Accordingly, the Court makes minimal redactions only to the extent necessary to protect whistleblower identity and confidential business information. A redacted memorandum opinion will follow. The Court directs the Parties to meet and confer and to file joint redacted versions of the 62 63 64 Motions to Seal alongside their attachments on the public docket by August 20, 2026.
