OPINION FROM USCA (25-1391) (NOT THE MANDATE) as to 40 Notice of Appeal, filed by Sauk-Suiattle Indian Tribe. Accordingly, we AFFIRM the district court's dismissal of Sauk-Suiattles Skagit River claim on issue-preclusion grounds, and REVERSE the district court's dismissal of Sauk-Suiattle's Baker River and marine claims because Judge Boldt did not specifically determine the full extent of Sauk-Suiattle's U&A in Final Decision I. We REMAND for further proceedings consistent with this opinion. All parties shall bear their own costs on appeal. The clerk shall amend the docket to remove all interested parties. (RE)
