Foreign Lobbyists Step Into Light After Manafort Downfall

In numbers not seen in over two decades, Washington influencers are declaring their connections to foreign powers. The attorney, Kevin Downing, said outside the D.C. federal courthouse that Special Counsel Robert Mueller was using a "very novel theory" in prosecuting Manafort under the Foreign Agents Registration Act.
