Law360, New York (June 22, 2009, 12:00 AM EDT) -- A judge has issued a preliminary injunction on New York City taxi regulations designed to promote the use of hybrid vehicles, stating that the rules amount to a mandate that cab owners only purchase hybrid or clean diesel vehicles and are preempted by federal law.
