Anti-Bias Law To Cover Transgender Federal Workers

Law360, New York (June 24, 2009, 12:00 AM EDT) -- On the heels of the Obama administration's announcement that it will extend certain benefits to same-sex partners of federal workers, the U.S. Office of Personnel Management has confirmed that it will also mandate that an existing anti-discrimination law for federal employees apply to gender identity.

OPM general counsel Elaine Kaplan said Wednesday that her office will issue a directive clarifying its interpretation of a 1978 law banning bias against federal employees or applicants based on factors that don't affect job performance.
