Fla. Hospitals Win Challenge To Medicaid Rate Cut Rule

By Carolina Bolado (April 26, 2019, 9:13 PM EDT) -- A Florida appeals court on Friday rejected a rule proposed by the state's Agency for Health Care Administration to implement legislative mandates to reduce Medicaid reimbursement rates for outpatient hospital services, finding the agency didn't adequately lay out its calculation methods.

Florida's First District Court of Appeal sided with dozens of hospitals that challenged a proposed AHCA rule to implement legislation that required reimbursement rate reductions to comply with budget cuts.

The appeals court agreed with the hospitals, which argued that the rule fails to provide a recurring methodology for Medicaid trend adjustments that is required by the implementing law....
