John Kerry, D-Mass., and Barbara Boxer, D-Calif., on Wednesday formally unveiled the U.S. Senate's version of landmark climate change legislation, which proposes deeper emissions cuts than the U.S. House of Representatives' take but leaves many of critics' biggest questions unanswered.
