Chinese Trade Group Cries Foul Over Carbon Duties

Law360, New York (December 11, 2009, 5:18 PM EST) -- A Chinese exporter of activated carbon is challenging the U.S. Department of Commerce’s decision to assign it the adverse facts available anti-dumping rate in an administrative review of carbon duties completed in November.

Hebei Foreign Trade and Advertising Corp. filed suit against Commerce on Thursday in the U.S. Court of International Trade, maintaining that it should have received the 16.4 percent dumping rate assigned to separate rate respondents in the administrative review.
