Calif. GHG Allowances Should Be Free: Schwarzenegger

Law360, New York (March 26, 2010, 2:26 PM EDT) -- A California climate change program that aims to reduce greenhouse gas emissions to 1990 levels by 2020 should distribute allowances for free rather than auctioning them off, at least at first, according to Gov. Arnold Schwarzenegger.

In a letter sent Wednesday to the head of the California Air Resources Board, Schwarzenegger said the program should be designed in a way that gives businesses sufficient time to reduce their emissions in a cost-effective manner without unnecessary short-term expenses.
