Ex-SEC Lawyer Gets 8 Years In Pump-And-Dump Plot

Law360, New York (April 23, 2010, 2:00 PM EDT) -- A former federal securities attorney has been sentenced to eight years in prison and ordered to forfeit nearly $5 million for his role in a multimillion-dollar pump-and-dump stock manipulation scheme.

Judge Liam O'Grady handed down the sentence Friday in the U.S. District Court for the Eastern District of Virginia to Phillip Windom Offill Jr., who had previously worked as a U.S. Securities and Exchange Commission attorney for more than a decade, federal prosecutors said.
