Senate Climate Bill Won't Pass Easily, If At All: Experts

The U.S. Senate's already packed agenda, the upcoming midterm elections, a potential lack of Republican support, and a lukewarm response from both environmental and industry groups are among the many obstacles standing in the bill's way, according to experts.
