Measure To Bar EPA Carbon Rules Stalls In Senate

Law360, New York (September 28, 2010, 11:56 AM EDT) -- Democrats have blocked the latest attempt to push through a bill proposed by Sen. Jay Rockefeller, D-W.Va., that would bar the U.S. Environmental Protection Agency from regulating greenhouse gas emissions from power plants and other large stationary sources for two years.
