Law360 ( January 3, 2011, 1:41 PM EST) -- Under Executive Order 11246 (E.O. 11246) , federal government nonconstruction contractors and subcontractors, those in the service and supply industries, are required to develop a written affirmative action program (AAP) for each of its establishments if: 1) they have 50 or more employees; and 2) they: a) have entered into a contract of $50,000 or more; b) have government bills of lading which total $50,000 or more in the aggregate in any 12 month period; c) serve as a depository of government funds in any amount; or d) are a financial institution which is issuing and paying agents for U.S. savings bonds and savings notes in any amount....
