Deepwater Horizon Panel Calls For Regulatory Overhaul

Law360, New York (January 11, 2011, 3:05 PM EST) -- Major reforms are needed in the wake of the Deepwater Horizon accident, including the creation of an independent safety agency with enforcement authority to oversee all aspects of offshore drilling, a U.S. presidential panel concluded Tuesday in a long-awaited report.

The panel, known as the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling, said there was an inherent conflict of interest within the old Minerals Management Service because it had responsibility for collecting revenues and for managing safety and protecting the environment....
