GAO Dumps Protest Over Forest Pond Project Bid

Law360, New York (January 12, 2011, 5:37 PM EST) -- The U.S. Government Accountability Office has rejected a construction company’s bid protest over a contract to build six reservoirs in Oregon’s Wallowa-Whitman National Forest, saying that the company didn’t do enough to explain how its proposal would benefit the local community.

The GAO found that the U.S. Department of Agriculture’s Forest Service correctly rejected the proposal from 1-A Construction & Fire LLP, even though it was the lowest bidder, because the company failed to adequately address that critical community component of the request for quotations....
