Vanguard Unseals Bid Protest Against FEMA

Law360, New York (February 7, 2011, 3:32 PM EST) -- Vanguard Recovery Assistance has filed an unsealed version of its complaint alleging the Federal Emergency Management Agency favored incumbent contractors despite evidence of their inefficiency when evaluating bids for open-ended post-disaster relief contracts.
