Texas Officials Pin Power Failures On Higher Demand

Law360, New York (February 15, 2011, 7:29 PM EST) -- Texas utility regulators told state lawmakers Tuesday that an increase in electricity demand prompted by uncommon winter weather, and not suspected market manipulation, appeared to be to blame for power generation failures that caused statewide rolling blackouts in early February.
