Texas Gov. Fights For 'Loser Pays' Legal System

Law360, New York (March 2, 2011, 8:04 PM EST) -- Texas Gov. Rick Perry on Wednesday continued his push to create a "loser pays" legal system that would force those who bring petty suits to cover their targets' legal expenses and allow judges to dismiss frivolous lawsuits early.

Perry is hoping legislators will craft a law to set up expedited trials and limited discovery for lawsuits with claims between $10,000 and $100,000.
