Texas Man Cops To Scheme With La. Policeman

Law360 (March 11, 2011, 5:47 PM EST) -- The owner of a Texas security company pled guilty Friday to conspiring with a New Orleans police captain to swindle the Federal Emergency Management Agency in a kickback scheme.

Joseph Branch, 37, the owner of Gladius Inc., and Michael Roussel, the police captain, negotiated an inflated contract to provide armed guards to Entergy Services Inc. following a hurricane or other disaster, prosecutors said in a filing with the U.S. District Court for the Eastern District of Louisiana.
