Calif. Emissions Plan Breached State Law: Judge

Law360, New York (March 21, 2011, 11:24 PM EDT) -- A California judge ruled Thursday that the state’s Air Resources Board violated the California Environmental Quality Act when it failed to adequately consider alternatives to a cap-and-trade system to limit greenhouse gas emissions.

In an order issued in the Superior Court of the State of California, County of San Francisco, Judge Ernest H. Goldsmith enjoined the ARB from implementing its plan and ordered the state agency to research other alternatives.
