Ex-La. Police Captain Convicted For FEMA Fraud

Law360, New York (April 1, 2011, 8:50 PM EDT) -- A federal jury convicted a former New Orleans police officer Friday for devising a kickback scheme with the owner of a Texas security company to scam the U.S. Federal Emergency Management Agency.

Michael Roussel, a former New Orleans Police Department captain, had negotiated an inflated contract to provide armed guards to Entergy Services Inc. following a hurricane or other disaster, according to prosecutors that tried the case in the U.S. District Court for the Eastern District of Louisiana.
