Massey Ignored Basic Safety Standards: W.Va. Blast Probe

Law360, New York (May 19, 2011, 2:46 PM EDT) -- An independent probe revealed Thursday that Massey Energy Co. disregarded basic safety standards at its Upper Big Branch mine in West Virginia before an April 2010 explosion there killed 29 workers.

The hazards at the Montcoal, W.Va., coal mine were part of a corporate culture that made unsafe practices the norm, including extremely low air flow, illegal ventilation changes, lack of basic safety equipment and inadequate rock dusting, according to an independent panel's report requested by former West Virginia Gov. Joe Manchin III.
