Power Co. Sues GSA Over Bundling Of Contracts

Law360, New York (May 20, 2011, 7:28 PM EDT) -- Bluestar Energy Services Inc. sued the U.S. General Services Administration on Friday, claiming the agency improperly bundled tens of millions of dollars worth of electricity contracts into a single request for proposals.

"This bundling is contrary to federal law requiring agencies to foster the participation of [small businesses] to the maximum extent practicable," the complaint, filed in the U.S. Court of Federal Claims, said. "Such consolidation was not necessary or justified."
